Even though the consumer in New York has had a choice of REP’s for a couple of years, approximately 90% of over 3 million consumers have not exercised that choice.   Most consumers site reliability as a main concern for not having switched.  This is not an issue.  The equipment, and the power lines, are owned by an independent company. The lines continue to be maintained by Consolidated Edison.  However, once Con Ed reads the meter, that information is then transmitted to a REP for consumer billing.
